The Financial Service Training Package was endorsed by the National Quality Council on 7 July 2010 and will be available shortly on NTIS as well as IBSA’s Review & Feedback Register.

The new FNS10 Training Package includes 342 unique units of competency and 133 imported units. Fifty-one new FNS10 units have been developed to cover new skill requirements, to better reflect industry job roles and to meet regulatory requirements.

The package includes 51 qualifications covering all industry sectors plus a new skill set for financial literacy education.

The qualifications have undergone significant change from the previous structure. Most notable is the ‘unbundling’ of the insurance industry specialisations from the previous Certificate/Diploma/Advanced Diploma Financial Services generic qualifications. The previous Workers Compensation qualifications have also been extensively revised and retitled to better reflect the professional focus. There is also an additional personal injury management qualification at Certificate IV to cover important return to work management job roles.

New qualifications have been developed in banking to reflect emerging specialist pathways and the financial markets sector has a new qualification at Certificate IV to cover back office roles and two additional Diplomas to meet regulatory and legislative requirements in securitisation and anti-money laundering management. There is a new credit management Diploma and extensive changes to the Certificate IV to cover emerging licensing for credit providers that will impact across a range of industries.

Following the review of the Certificate IV in Training and Assessment and the creation of the Training Package in Training and Education (TAE), IBSA is now conducting a review of the Diploma level qualification which will result in a revised Diploma in the Training Package.

At the same time IBSA will conduct a scoping study on the best way to improve the language, literacy and numeracy skills of the VET workforce. This will be run in concert with the review of the Diploma as IBSA hopes to tap the views of experienced VET practitioners/professionals on both these issues.

Industry consultation arrangements are underway with four cross industry consultations taking place in Melbourne, Sydney, Brisbane and Perth this year. Invitations to the consultations have been sent out and responses are being received. The dates for the forums are:

The National Quality Council (NQC) endorsed the TAE10 Training and Education Training Package on 12 May 2010. The new Training Package was accredited by the NSW Vocational Education and Training Accreditation Board (VETAB) on 7 June 2010.

The new Training Package includes the revised TAE40110 Certificate IV in Training and Assessment which replaces the TAA40104 Certificate IV in Training and Assessment as the qualification required by all trainers and assessors in the Vocational Education and Training (VET) sector by 17 June 2012.

In NSW the 12-month transition period for the implementation of the new Training Package, commences on 7 June 2010. This means that RTOs can continue to enrol students into the TAA40104 qualification until 6 June 2011.

TAE40110 Certificate IV in Training and Assessment

The TAE40110 Certificate IV in Training and Assessment reflects the roles of individuals delivering training and assessment services in the VET sector. The revision process has focussed on presenting shorter, simplified, more user-friendly units which are no less comprehensive than the previous qualifications. The TAE40110 qualification comprises a total of 10 units of competency – 7 core units plus 3 elective units.

The Industry Skills Council, Innovation and Business Skills Australia (IBSA), has developed a Transition Guide which provides guidance on best practice delivery and assessment.

As the registering body, NSW VETAB has been liaising with IBSA in relation to the transition arrangements and has participated in all consultative forums in order to ensure that training package requirements will be met by RTOs and to support RTOs in the transition process. A new Flexible Learning Toolbox (Toolbox) is being developed in consultation with IBSA Music Box It will address the demand for technologically skilled employees within the music industry and will support the Certificate II in Music.

Music Box will arm music industry workers with the technological skills required to manage an industry shift towards multi-skilling, independent artist business models and the uptake of new technologies.

Funded and supported by the Australian Flexible Learning Framework (Framework), Toolboxes are high quality e-learning and assessment resources that can be cheaply and easily customised to form complete training programs and meet individual learner requirements.

Music Box is expected to be available from late 2010, either for purchase on CD-ROM or as free, downloadable learning objects from the Toolbox Repository.
