The qualifications have been reviewed to better address the dynamics of the industry including multi-channel communication, data interrogation, compliance requirements, achieving KPIs, scheduling requirements, and inbound and outbound customer contact.

Greater flexibility has been provided in the qualifications by reducing the number of core units and providing a larger choice of elective units. One of the major changes is the removal of the Advanced Diploma of Customer Contact which was due to the lack of industry demand and uptake of the qualification.

IBSA has undertaken a preliminary scoping review of the occupational health and safety (OHS) qualifications and units within the Business Services Training Package (BSB07). The review identified a number of areas within the BSB07 OHS units and qualifications that will require attention in the short-medium term. The current process of OHS legislative harmonisation provides a further stimulus to undertake a review of the BSB07 OHS units and qualifications, but also places constraints on the timing for such a review.

Ideally the major parts of the next phase of the review should be undertaken and changes agreed in time for implementation in conjunction with or shortly after the implementation of the new OHS legislation in 2012.

A review of the training package focused on two governance qualifications – the Certificate IV in Business (Governance) (BSB41910) and Diploma of Business (Governance) (BSB50710).

These qualifications were revised to ensure they continued to take into account the particular needs of people involved with Aboriginal and Torres Strait Islander organisations.

Other proposed changes to the training package include:

• the addition of 15 new units of competency
• the revision of 11 units of competency
• the removal of 17 units of competency, with aspects of these being incorporated into other units of competency.

Following endorsement, the training package will be placed on the National Training Information Service as soon as possible. (This will not occur immediately).

Version 4 of the Business Services Training Package has been endorsed by the National Quality Council (NQC).

The update addresses current and emerging skill needs for managers, as well as fostering innovation as a driving factor in the Australian workforce to ensure productivity, currency and competitiveness within Australia and globally. It also addresses emerging trends in the areas of marketing, advertising and sales.
The changes to the training package include:

• the addition of 13 new units of competency
• changes to the core requirement of three qualifications:

  - Certificate IV in Business Sales (BSB40610)
  - Advanced Diploma of Advertising (BSB60110).
• the removal of 5 qualifications:

TVET Australia Product Services in close partnership with Innovative Business Resources (IBR) have jointly released a series of publications that directly supports both the Certificate III in Micro Business Operations and the Cert. IV in Small Business Management. The qualifications (BSB30307 & BSB40407) sit within the BSB07 Business Services Training Package. IBR is well known in the training system for its quality resources and have been supplying small business training materials to providers of the New Enterprise Incentive Scheme (NEIS) for a number of years. The latest series of IBR publications build on the experience and feedback gained from its BSB01 range.

As custodian of all nationally endorsed Training Packages, it seems only natural that IBR form a partnership with TVET Australia to market and distribute its materials.

The Training and Education Training Package has been submitted to the National Quality Council for endorsement. The project has three principal outcomes: to reflect the current review of the Certificate IV in Training and Assessment, to endorse the newly developed graduate programs in Language, Literacy and Numeracy, and to bring together other qualifications currently in the Business Services Training Package, that more appropriately reside in a training package focused on development for VET professionals. A preliminary scoping review of the occupational health and safety (OHS) qualifications and units within the Business Services Training Package (BSB07) is currently underway. The review will identify whether the OHS qualifications and units sufficiently address industry’s requirements while also supporting regulatory arrangements at a national level, including current national developments associated with the harmonising of OHS regulatory requirements. The first round of consultations for the review of the existing suite of marketing, advertising and sales qualifications in relevant units of competency in IBSA Training Packages has been completed. The National Project Reference Group signed off on draft units of competency and qualifications on 31 March 2010.
