<p>Training Packages @ Work provides information on changes to the AQTF that strengthen the regulatory requirements underpinning the VET sector In December 2009, the Council of Australian Governments agreed to amendments to the AQTF that strengthen the regulatory requirements underpinning the VET sector.</p>
<p>The amendments introduce conditions and standards for initial registration of new training providers and strengthen the requirements for ongoing registration, including stronger financial viability and fee protection conditions.</p>
<p>The new AQTF Essential Conditions and Standards for Initial Registration and Continuing Registration were endorsed by the Ministerial Council for Tertiary Education and Employment in June 2010 and came into effect from 1 July 2010.<a href="http://www.licensinglinenews.com/ni.ashx?k=YW5uYS5zaW5AdGFmZW5zdy5lZHUuYXU%3d&amp;r=2829">&#8230;read more</a></p>

<p>IBSA has released new learning and assessment resources for the delivery of Certificate IV in Training and Assessment.</p>
<p>IBSA learning and assessment resources are designed to facilitate best practice teaching and learning, with the highest level of compliance.</p>
<p>Participant Workbooks and Assessment Materials have been developed on an individual unit basis. Participant Workbooks are highly interactive, and come with an accompanying web link that provides participants access to an up-to-date VET glossary and a range of delivery and assessment templates in Microsoft Word format. </p>
<p>Assessment Materials meet the TAE10 Training and Education Training Package requirements and the range of assessment required under the AQTF. </p>

<p>Following the May 2010 endorsement of the TAE10 Training and Education Training Package, the NQC has reviewed and updated its policy on the competencies to be held by trainers and assessors under the AQTF. </p>
<p>The new policy establishes the TAE40110 Certificate IV in Training and Assessment as the new benchmark for AQTF trainers, and the Assessor Skill Set from the TAE10 package as the new benchmark for AQTF assessors. </p>
<p>Importantly, however, in the case of both trainers and assessors, the policy also allows for demonstration of ‘equivalent competencies’. The Council has agreed to a transition period of two years to allow providers time to adopt a planned approach to ensuring all their trainers/assessors meet the new requirements.</p>

<p>Concerns have been raised by many colleagues amongst the RTO community regarding the AQTF2010 requirements for trainer and assessor qualification. The NQC secretariat notified stakeholders on July 7th the NQC determination on benchmarks for AQTF trainer and assessor competencies.</p>

<p>RTOs and VET practitioners should note in particular that the NQC guidance outlines that “the Council has agreed to a transition period of two years to allow providers time to adopt a planned approach to ensuring all their trainers/assessors meet the new requirements”. Organisations and individuals should feel no immediate need to change practice to meet AQTF requirements.</p>
<p>IBSA would further like to draw the attention of all RTOs and current holders of TAA04 and BSZ98 qualifications to the guidance provided in the bulletin:</p>
<p><em>It is important to note that the new policy includes provision for trainers and assessors to ‘demonstrate equivalent competencies’. In other words, it is not the<strong> NQC’s intention to require trainers and assessors to upgrade their formal </strong>qualifications if they are able to demonstrate they have gained the required competencies through continued professional practice. *</em></p>

<p><strong>NEW Customizable Assessor Guides</strong></p>
<p>The Assessor Guides (produced by Shea Business Consulting), are the first of their kind anywhere, providing an invaluable resource for trainers and assessors delivering this important qualification. These new resources form companion volumes to the Learner Guides recently developed by Shea. The high quality noted Assessor Guides that comprise this new suite of resources, address employability skills and fully support the revised TAA04 Training Package (v2.1).</p>
<p>Each Assessor Guide includes diagnostic, formative and summative tools, templates and checklists to support assessors in gathering evidence and making judgements of competence against the core and elective units in the TAA40104 Certificate IV in Training and Assessment, and the Enterprise Trainer and Assessor Skill Sets. Like the Learner Guides, these Assessor resources have been specially developed to provide trainers and assessors with strategies to maintain compliance with AQTF 2007 requirements.</p>

The updated Australian Quality Training Framework (AQTF) Essential Conditions and Standards for Registration are now available.<br />
The Ministerial Council for Tertiary Education and Employment (MCTEE) endorsed a revised set of AQTF Essential Conditions and Standards for Registration on 9 June 2010. The implementation date of the revised arrangements is 1 July 2010.<br />
There are two sets of essential conditions and standards:<br />

<a href="http://www.training.com.au/Pages/menuitem23f0b9238ac94812f115a2b917a62dbc.aspx">AQTF Essential Conditions and Standards for Continuing Registration</a><br />
Transition arrangements have been provided in respect to some components of Conditions of Registration 5 and 6 where required by an individual applicant or registered training organisation (RTO).<br />
Users&#8217; guides to the AQTF conditions and standards and other supporting national guidelines, including strengthened guidelines for risk management and managing non-compliance, will be submitted for endorsement and published in the next couple of weeks on <a href="http://www.training.com.au/pages/menuitem118e29e68c7b0615af17bfae17a62dbc.aspx">www.training.com.au</a>RTOs should have received, or will shortly receive, information and updates from their relevant registering body regarding the new arrangements.<br />
RTOs seeking further information around the updated AQTF should contact their relevant registering body.<br />
Licensing Line News will update its AQTF information page over the coming weeks as state and territory registering bodies provide information on their websites or in other communications.<br />
