Fire crews go online for new skills

Fire and Rescue NSW regional emergency crews are going online to develop critical skills in fire investigation in an innovative new training program.

Using live streaming video camera technology, regional fire investigators will be able to develop skills in fire investigation and engage in skills assessment activities through the Remote Skills Acquisition for Fire Investigators project.

Online learning supports carers

Community support workers may soon be going online to learn the essential skills for administering medication to those in their care.

“With many support workers living and working some distance from their employer’s base, the Smart Medicine project is looking at ways to train and assess workers as competent in medication administration,” says Project Manager Kate Kempshall, of House with No Steps.

“This includes making sure they understand medication charts and can safely administer the medication.”

The project will develop the components for online delivery of medication training for regional and remote workers via the National Broadband Network (NBN). Using live streaming, DVDs and online learning materials, the training would include a pre-assessment survey to determine learners’ prior knowledge and a competency-based assessment that meets the requirements of the Australian Quality Training Framework.

 This report aims to improve our understanding of the causes of skill shortages, the way businesses respond and the short-term consequences of skill shortages. Reponses from small- and medium-sized businesses reveal that skill shortages matter, but that their relationship to firm performance differs according to the nature of the skill shortage. The findings confirm that skill shortages are a complex labour market phenomenon and give rise to complex responses by firms.

 The BSB07 Business Services Training Package (Version 6) and FNS10 Financial Services Training Package (Version 2) were recently endorsed by Innovation & Business Skills Australia (IBSA).

 Innovation & Business Skills Australia (IBSA) announced the following updated Training Packages are available for purchase through their online store at the end of February:

 • Business Services Training Package (BSB07) Version 6.0
Financial Services Training Package (FNS10) Version 2.0

These Training Packages were endorsed on 26 October 2011 and 24 February 2012, respectively, and were published on Training.gov.au in November 2011 and March 2012.

Background

Innovation and Business Skills Australia (IBSA) is offering the opportunity to attend a series of national information sessions to inform of the changes, currently in progress, to the format and content of training packages in response to training provider and industry needs.

Workshop program

  • Overview of the key features of the Streamlined Design Model including:
    • separating the performance standards from guidance and supporting information
    • eliminating unnecessary information and consolidating repetitive material
    • dividing the training packages into more fit–for–purpose components.
  • Presentation of draft samples of the changes to qualifications and units of competency
  • Presentation of a draft sample of the Companion Volume designed to provide advice to assist with the implementation of the training packages.

CUE03 Entertainment Review: Draft material released

 Draft qualifications, units and a skill set are now available here and will largely form the basis of the discussions during the consultation sessions. You can provide feedback through the hub and/or attend the consultation sessions. Help in using the IBSA Feedback Hub is available here. Feedback will close on 20 April, 2012. This mapping document will assist you align the existing units with what is proposed, and if you are looking for further units on costume, make-up and hair, lighting and sound you might like to visit CUF07. The draft Certificate IV in Musical Theatre has been developed with assistance from a keen group of contributors and will be available for feedback shortly.

Financial Services version 3.0 Endorsed

Version 3.0 of the FNS10 Financial Services Training Package was endorsed by the National Skills Standards Council (NSSC) on 24 February 2012. The Training Package has been migrated to the Training.gov.au website, and IBSA will notify stakeholders once this is live.

 Changes to the FNS10 Training Package in version 3 include modifications to the Certificate IV and Diploma level in Life Insurance, and the addition of new and updated units in response to requirements of the Tax Practitioners Board for the registration of Tax Practitioners. More information about these changes can be found on the IBSA website.

Training Package TLI10 version 2.0 released

The Transport and Logistics Training Package (TLI10) version 2.0 has now been released and is available for download from the Training.gov.au (TGA) website.

The Transport and Logistics Training Package covers a broad range of sectors including; Road Transport (Driving Operations), Warehousing, Stevedoring, Mobile Crane Operations, Logistics, Materiel and Deployment Logistics, Rail Operations and Rail Infrastructure.

The update relates to the continuous improvement of the TLI10 Transport and Logistics Training Package which was originally endorsed on 23rd December 2010.

TLI10 version 2.0 includes:

  • Introduction of Certificate IV Driving Operations which include streams
    in Fuel Tanker, LPGAS Tanker, Chemical Tanker and Heavy Recovery
  • Revision and addition of Units of Competency (UOC) around varied
    job roles New qualifications around Network Control and Signalling
    within the Rail Sector
  • Revised and New Qualifications around Rail Infrastructure

The persistence of overskilling and its effects on wages

 Research has shown that overskilling—where workers are not fully using their skills in their jobs—can lead to reduced wages and job satisfaction. This report builds on that previous research and investigates the persistence of overskilling mismatch and the effect of past mismatch on wages. The research finds that persistence of overskilling mismatch is common among those who have been overskilled in the past and is highest among those who did not finish high school and VET diploma graduates. It was lowest among university graduates. However, the wages of university graduates are significantly reduced by past overskilling, more so than for those in any other education level.
