New competency requirements for gasfitting in Tasmania

Workplace Standards Tasmania has made a new determination in regards to the competency requirements for the granting of a Gas Fitting (Natural Gas) Type A Appliance Certificate of Competency.
The determination covers work in relation to the installation, testing, commissioning, relocation, repair, alteration, modification, servicing, maintenance or decommissioning of a gas installation or gas storage system (or any part of a gas installation or gas storage system) including all pipes, fittings and auxiliary equipment downstream of a gas supply point, is a “specified task” as defined in the Workplace Health and Safety Regulations 1998 and that this work may be undertaken only by persons who have been granted a certificate of competency under regulation 41 of the Regulations.
The qualifications and units of competence required after 1 January 2010 are:
- completion of the Certificate III gas stream or qualification within the Construction, Property Services Integrated Framework (CPC32408, CPC32508 or the Cert III qualification CPC32708) and the following Certificate IV units of competency:
(a) CPCCBC4012A Read and interpret plans and specifications
(b) CPCPCM4001A Carry out work based risk control processes
(c) CPCPCM4002A Estimate and cost work
(d) BSB0HS403B Identify hazards and assess OHS risks
(e) CPCPGS4001A Plan, size and lay out consumer gas installations
(f) CPCPGS4002A Service Type A gas appliances.
- an equivalent approved by the Director.
Persons who currently hold a Gas Fitting (Natural Gas) Type A Appliance Certificate of Competency issued under the previous Determination of the Director of Industry Safety dated 20 February 2002 are deemed to be in compliance with this Determination.
In accordance with regulation 41 of the Workplace Health and Safety Regulations, the Director may impose any conditions on a certificate of competency.
Certificates of competency will be granted upon payment of the prescribed fee and will be valid until 31 December 2010, or until regulations covering gasfitting work are finalised under the Occupational Licensing Act 2005, whichever occurs first. This determination takes effect on 21st December 2009.
