A revised model for consideration
In April 2008, a paper was prepared for Innovation & Business Skills Australia reviewing the fitness for purpose of the Certificate IV in the TAA04 Training and Assessment Training Package.
The paper was required to comment on matters such as: the qualification’s suitability for its role as the basic training qualification in the Vocational Education and Training (VET) sector; the design and content of the core units; the balance of the various components of the Package; and its conformity with a competency standards-based approach.
That paper made a number of criticisms of the qualification along with a series of recommendations as to ways in which it might be improved. It also suggested that, from a technical perspective, it would be relatively simple to make the suggested improvements.
The proposed model is concerned to provide an entry level qualification which provides all users with a well designed set of foundation units. It is unrealistic to imagine that such an entry level qualification will provide a VET trainer and assessor with everything they need to know and be able to do. What it should do is provide both the essential elements of what is needed and a firm foundation on which to build further knowledge and skills, whether that comes from on-the-job experience, or further learning, or both.

Consultation via capital city workshops and an on-line forum is being conducted nationally and will end on Friday 29 May 2009. Individuals and organisations wishing to submit a response to a paper are encouraged to submit no later than Friday 29 May 2009.

•Submit a written response to IBSA no later than Friday 29 May 2009.
